A farmer’s certificate is a Government document/ license certifying that you are eligible to buy a plot of agricultural land and that you qualify as per the norms and and terms laid out by the Govt. of India.

For example, certain states like Maharashtra only allow agriculturist/farmers to buy agriculture plots while others states do not have such mandatory conditions. • Farmers get 100% subsidy to install drip and sprinkler irrigation system.
• Preferences are given to women, Scheduled Castes, Scheduled Tribes, ex-servicemen and differently abled.

You can get yourself minimum 11000 Sq Ft agricultural land in Rajasthan without owning any Agricultural Land anywhere before hand. You will be given a Farmer's Certificate by the Rajasthan Government when you do a substantial Purchase Agreement (7/12). With this present Farmer's Certificate, you can now buys any sort of Agricultural Land in the Entire State of Maharashtra.

Yes as Rajhasthan State land laws allow any non agriculturist from any where in India to Purchase Agricultural land.
